All awards of contract are subject to competition and the invitations to tender
are on principle announced throughout Europe. Competition regulations apply without
restriction, also for awards of contract in the area of restoration. Depending
on the emphasis of the planned services to be undertaken, tenders will be invited
within the framework of both the VOB (official contracting terms for the award
of construction contracts) with a quota of restoration services and the VOF (official
contracting terms for the award of self-employed service contracts) with a quota
of skilled construction services.
It is planned, that the contracts for the implementation of measures with an
emphasis predominantly in restoration be awarded individually as spatially defined
areas of a manageable size. The main focus is formed by 13 award of contract
units (VE), which each include the complete, comprehensive trade services for
one area (e.g. a group of rooms with 1 to 4 rooms). A particular comprehensive
trade qualification profile is required of the applicants, comprising of a differing
quotas of qualified restorers and skilled craftsman depending on the room group.
The required number of staff as well as the qualification structure for the individual
awards of contract will be specified in detail within the framework of the announcement.
The spectrum of measures to be undertaken ranges from the implementation of repair
works in small areas of unfinished brick surfaces, to the cleaning, stabilisation
and completion of historic plaster and stucco works, to the implementation of
high-quality painting works, to complicated restoration services in the area
of finishing, retouching and mural restoration. Due to the scope of many of the
contracts as well as the amplitude of the requirement profiles, very few individual
tenderers can offer the services completely. The tenderers are therefore explicitly
asked to form associations.
It is the express desire that associations are formed, taking into account the
different focal points of the project: e.g. the association of a “skilled
construction oriented” company for the area of historic masonry and plaster
with freelance restorers for the area of plaster conservation and the retouching
of façades, or the association of “freelance” restorers specialised
in different areas such as the conservation of plaster, façade retouching
and painting restoration, in consultation with an “experienced” skilled
worker.
Within the framework of the reconstruction, contracts will be awarded not only
for the predominantly restoration services but also for extensive services in
the area of carcassing and interior work. These services partly involve high
requirements in view of the qualification, experience and specialist suitability
of the tenderer. Detailed evidence of specialist suitability is required with
the submission of the bid. In individual cases a sample may be required as evidence
of suitability. The exact requirements can be inferred from the relevant announcements.
